Presentation by Robin Girad, Scientific Director - Zenon Research and Patrick Criqui, Emeritus Research Director at CNRS, he works on the economics of energy transition and climate policies at the Grenoble Applied Economics Laboratory (CNRS-UGA), as well as with ENERDATA, IDDRI and France Stratgie.

During COP28, the issue of carbon neutrality and solutions to achieve it were discussed between the states meeting in Dubai. What about the resources implemented in France? To achieve neutrality by 2050, the State has set a course for itself: the National Low-Carbon Strategy (SNBC). It sets guidelines for reducing greenhouse gas emissions in each sector. But the range of possibilities is broad, and the economic challenges are significant. Wind, solar, hybrid and electric vehicles, housing renovation...

How do we know what will reduce our emissions at a lower cost? To help make arbitrations, it is possible to use a very precise tool: the abatement cost. It consists in relating the cost of a decarbonization solution to the CO2 emissions avoided. To do this, the Quinet Commission has already proposed a macroeconomic method. Another commission, commissioned by France Stratgie and directed by Patrick Criqui, has been conducting differentiated analyses by sector since 2022 and using a “bottom-up” method.Patrick Criqui will present the results of this commission's work, the underlying methodological issues and his other ongoing work.
